In the Philippine scenario, presidents make their millions during and after their stint in Malacañang. That’s what makes the position so attractive — the discretionary funds during the term, and reaping the benefits after the term from opportunities created during the incumbency.
What all the brouhaha about the Clintons’ millions do not mention is the U.S. version of discretionary funds.
